UNESCO-1970 is not a law, but it is a convention to harmonize national laws of the signing states.
Meteorites can be protected only by national laws. (Like e.g Namibia, Canada, Australia, South-Africa did). That is given in the convention's text. Schmitt's information on Argentina is outdated. The information on New Zealand is wrong. The information on India doubtful. Also Switzerland has a different procedure. (And also from hearsay - under certain circumstances it seems possible for a finder to keep his Danekrae). Hence, that paper is not a reliable source.
