Hi Mike: Norite is a generic petrologic term for an igneous mafic rock that has primarily orthopyroxene + plagioclase and little or no clinopyroxene. Norites occur on Earth, the Moon, and the HED parent body (as you call Vestan). HED norites are in fact a type of diogenite. Geochemically there is no way you can confuse a HED norite with a lunar norite. For one thing they have totally different Fe/Mn, and of course the oxygen isotopes are totally different.
