There was talk not long ago that one of the safest and cheapest options (balancing the inefficiencies of the old "throw-away" technology against the enormous projected costs to bring a new prime mover to operational status) would be to revive the tried-and-true Saturn VB launch vehicle (with 21st-Century stuff up on the pointy end, of course).
