the so-called "rogue" seller was not willing to honor the
publicly made offer to anybody who put in a large order, in other words it
was more for show.  The public perception then became that this material has
now dropped in price to a certain level even though in most cases it was not
being honored at that level. 
OK, but if that's true and if the "rogue" price was actually never collected (because the advertiser wouldn't follow through and honor it), that's not a questionable economic or marketing practice, that's just plain illegal.  Again, it's not a PRICE unless it is willingly paid  -  if the seller didn't honor the price he himself advertised, it's bait-and-switch and he'll be out of business soon, either by buyers abandoning him or the Feds throwing him in jail.
