For both eBay and PayPal, I've been receiving such fraudulant mailings at least once a month. You can always report them to [EMAIL PROTECTED] or [EMAIL PROTECTED]
If you do, you will received an acknowledgment and/or reply stating that the email is fraudulant. Basically, almost ANYTHING/EVERYTHING that claims to be from either is likely to be a fraud.
