    "Practical" means to identitfy and then get done what needs to be done by 
whatever means is needed
to get it done.

    The process of strangulation being executed on the work of the future by 
the US government, as
described in the article below, is impractical, shortsighted, foolish, 
ignorant, wasteful in the long
run, harmful to the nation and the world, and -- oh, gee, a host of 
considerably less polite adjectives
than I would wish to scream out loud in this forum.

    You're confusing "practical" with "probable" or "political" or "pragmatic" 
or some other word that
begins with "p."
