How about this? Anyone who doesn't want to get Chicago Steve's messages to the list can simply block his posts. Now, if everyone else who insists on sending multiple complaints for each of his posts would just put "Chicago Steve" somewhere in the subject line, the rest of us who wish to block such posts can do so without blocking whatever you may have to say to the list that isn't such a complaint.
