I wouldn't sign that sentence.
The very most collectors and professionals selling meteorites know to
describe their specimens correctly.
Such cases, where even desert varnish or cleaned irons are stated to be
fusion crusted, you'll find only on ebay
often by sellers without experience in meteorites.
And there those knowingly imputing properties to their pieces, which they
don't have, and who understand ebay as a kind of kermis are a very small
minority.

100% fusion crust isn't debatable, estimates 90%or 99% or assertions like
"fully crusted with only a few chips missing" are o.k.

If you receive a stone via an ebay purchase, which doesn't meet the seller's
description, just return it to the seller and claim your money back.
If the seller is an IMCA-member, send additionally a complaint there.

I agree.  Any chips that are deep enough to show matrix should be 
listed, at best, as 99%, and drop in value from there.  Like so many 
other terms in the business of meteorites ( e.g. fusion crust, 
oriented ) the claim of 100% crusted if often misused.
