Certainly bizarre. Have you ruled out natural asphalt aka pitch? In pure form under desert sun it would be near liquid and when cold it shows a glass-like fracture. For it to be terrestrially formed as a conglomerate it seems certainly to have been reworked and consolidated from an original strown field.
