Some other things to look at (which may be breaking on Windows) are the commands used to dump/backup the database. They are at https://bitbucket.org/joshcartme/mezzanine-admin-backup/src/730bdd7ca39d5e92e775836de479b989e7b1b937/admin_backup/views.py?at=default#cl-58
In Linux/Unix it's common for executable files to have no extension (like the commands mysqldump and pg_dump in the above referenced file). I think that's uncommon (maybe impossible?) on Windows. You may need to update those commands (really just the one for whichever database you are using) to use the corresponding Windows command.
