It's a great idea, but I don't think providing different options around configuring parts of bootstrap is really within scope - ideally a project throws bootstrap out and implements their own design from scratch.
If any changes need to be made to cartridge to expose the data needed, then sure - but I think that's already available via the "step" variable if memory serves me correctly. Why not go ahead and create it as a plugin?
