FWIW, my "solution" was to create a new database and then import the data 
from auth_user(_*) and the application I was working on from the previous 
database. The schema was the same for both 1.6 and 1.7 auth_user tables, so 
no migrations were necessary.

Bigger picture, I created a virtual environment for my project and 
installed instances of Django (1.7) and Mezzanine (3.1.10) there. This puts 
the migrations folders under the control of a specific project. Previously, 
Mezzanine and Django were shared between the various projects I had been 
working on on on my dev server.
