The virtual env will ensure that you only upload the requirements within 
 the env, not all your installed libs... (as far as I know) I did not see 
the free trial of cloud sql, I have a WordPress install using the cloud SQL 
and it only runs about $4.50 a month it also uses cloud storage for assets 
and uploaded files.

Don't think you will get anywhere with Django appengine there should be no 
need for it if you use the cloud sql..
