I played around with it a little, and was able to successfully get a project running with virtualenv, git, Django, and Mezzanine (as I regularly do in Ubuntu). I just installed Postgres as a Windows application (downloading the installer from their site, not using apt in the bash shell). After that you can connect to the Postgres server with Django as usual.
