I'm running into the same problem when I set SHOP_CURRENCY_LOCALE="zh_CN.utf8" using Cartridge==0.10.0, but strangely enough only when I deploy to AWS. I've verified that the locale is actually installed on the elastic beanstalk instance, so it's very odd that it works locally but not there.
