Is this Windows 98?  Are you using "Typical" install?

There were some problems with the install on some machines running Windows 98.  I would suggest choosing the "Custom Install" option and installing as outlined in Technote 184. (on the SDRC Web).

With the custom install the paths problem gets resolved.
