I use 90 chamfer tools all the time, since it is a 90 deg tool, the dia is twice the depth. I almost always use this tool @ .100" deep. I put a tool note in to set comp to .1" minus chamfer amount and let the operator adjust. We code to part profile, not tool center so our offsets are half tool dia. I put the tool path right along to part profile at .100" deep and code it. With a .1" dia offset the tool will not touch the part. They have usually deducted an amount close to what is needed so they don't have to fudge too much on the dia offset.

I would like to either circular interpolate or chamfer an edge using a 45 degree cutting tool. How do you go about calculating what diameter tool to put into the step process field and does the flute length have anything to do with it.
 
I am using a Valenite 45 deg. mini-mill: s-vmsp-081r-45
