Correction to my last comment. At first, I thought I read that both the r's and
I/J settingw were giving you an oval. Now I realize you indicated only the R is
the bad actor. I would still check for a parameter but, as far as the machine
errors, goes I may have misspoken.

We have a situation where we have started cutting splines instead of arcs,
mainly because that is what we are getting from Engineering. But, one thing we
seem to be seeing is that, when the resolution of the spline is tight enough, we
see a better profile than we do when cutting pure arcs. This is likely because
of the Fanuc parameter that controls accuracy of arcs. When cutting very short
line segments, the machine is constantly resolving to the programmed point.
When using an arc, the machine resolves only to the end point, from the start
point to the end point, the machine is "estimating" position based on the
feedback.

Also, as I recall the Fanuc R command is only good for 359.9999 +/- degrees of
arc and will not do 360 degrees. So there may be a problem with the R command.
