I think that they start with the last setting you used. If you clicked on a point previously, then opened the Measure or Move box, it would start with the "From Point:" or "Point1:" setting. Clicking on a coordinate previously causes the box to open with the "X" point highlighted. The boxes seem to remember which method you last used, even if it was in a totally different area, such as Geometry, Line.
