You should check out the capability of Bysoft on Bystronics lasers for
programming rotary axis... just specify tube intersection parameters and you
get arcs, ellipse, even parabola where needed.  Well, I guess it is CAM now,
but it was originally designed to run on the control.  I haven't seen any
other CAM package that could do that.

I didn't know that Bostomatic could do that, I hadn't ever seen this kind of
capability until I saw it on a Hurco.  Also I have yet to see any other
control able to program an arc on the 4th axis without the assistance of
CAM, not a problem on the Hurco.
