Butch,
1st, I'm no expert but I've experienced the same problem on NT4.0. My work
around was to install SC with the Lock off of the machine. Then I placed
the lock on the machine and installed the Hardware lock software. You might
try this.

Subject: [mfg-smartcam] win 2k hardware lock problem

I'm trying to install Smartcam Freeform 11.5 on a machine with win 2k pro.
I log in as administrator to do the install. I have tried typical and
custom install both with the same results. After installing Smartcam I run
the setup.exe to install the hardware lock software. When I go into license
manager the server code is wrong. It is also the wrong number of digits. So
the problem has to be that Smartcam doesn't recognize that the hardware
lock is there. Now the question is WHY?

Please respond directly to my email address because my ISP blocks mail from
the group server

Thanks in advance
