On NT or Win2000, it is always best to install SmartCAM using the 'custom' option (and without being logged in as administrator, if possible).  This lets you explicitly define the location of each part of the software - so you can avoid problems with access/permissions/pathing.  Keep everything local to your installation drive, including all the configuration and licensing files.  When installing as administrator, the home directory is often inaccessible by other users, which means that no one else can run the software.  The needed licensing and ini files are all locked up in the admin's home directory.

Trying to reconfigure a SmartCAM installation is not real fun.  In your case, I'd delete what you have installed already and start over, making sure to use the 'custom' install option.  It will be easier and probably faster.  Also, don't install NLM unless you truly need it
(because your site is running SmartCAM NLM).  Refer to your installation guide for more details about NLM and installing it.

Lets approch this from another angle.
I installed 11.5 on a new win2k sp3 pc using "typical not custom"
I used to have it on my old win2ksp3 pc.
I installed my apps and then the NLM.
My home dir is network not local so it setup the keydir in U:\keydir.
When I try to start the NLM I get an error ,
"Could not start SmartCam Elan License Manager on Local Computer. Error 5: Access is denied."
If I try to start an application I get a fatal error " Could not find resource file."
It seems that I did something wrong during setup.
I just thought that starting over would be easier.
Any thoughts?

Problem:

     How do I uninstall SmartCAM Network License Manager (NLM) and return to normal node-locked licensing?

Solution:

     NOTE: This information is intended for system administrators who wish to move SmartCAM NLM from one server to another or remove it from a server
     completely. If you are not familiar with your network configuration, file management tools, and editting Windows registry information you should not proceed. This
     procedure is NOT meant to provide a means for people to switch back and forth from network to node-locked licensing just for convenience sake. Doing so is both
     confusing to the user and to the SDRC/CAMAX licensing staff.

     NLM does not come with its own uninstall utility. You must manually remove files from the server and your clients computers to return to normal node-locked
     licensing.

     NOTE: If you wish only to return to normal node-locked licensing and DO NOT wish to remove all Elan license manager files from your computer, follow steps
     1,2,7,8,9 and 10 ONLY. If are currently running NLM you will have to contact your reseller to obtain normal node-locked keys again.

     Step 1: Log on to your License Manager Server as Administrator or equivalent.

     Step 2: Shutdown the Elan Network License Manager service on your license server. This can be done with the SmartCAM ElanLM utility found in your Window's
     Control Panel. Hit the "Stop" button in this utility to shutdown the service.

     Step 3: Remove the Cmtpath.ini file from your Windows directory.

     Step 4: Remove the Cmt_elmd.cpl and Cmt_elmd.exe files from your Windows\system32 directory.

     Step 5: Remove the lmv2.dll file from your sm9\system directory.

     Step 6: Using your Windows Registry Editor (commonly Regedit.exe or Regedit32.exe) remove the following references from your Windows Registry:
          The "SmartCAM_ElanLM" key found in:
               HKEY_LOCAL_MACHINE
                    SYSTEM
                         ControlSet001
                              Services
     Step 7: On your Clients, remove the Netelm.flg file from the \keydir directory usually found in the c:\SM9 directory.

     Step 8: Remove the elmid32.dll and elmid16.dll files from your Windows\system directory.

     Step 9: Restart your computer and reinstall one of your applications (Freeform, Production Turning, etc) to reinstall the node-locked Elan License Manager. You
     should choose "Typical" or "Custom Install". This will only take a short time as only a few files will need to be updated during the install.

     Step 10: Relicense your products with the License Administrator utility with normal node-locked license strings or temporary strings.
