I have made it available at

No documentation available except the source itself. The source
is covered under the GPL.
v2.3 of MHonArc is required to use it. Therefore, you will need to
download
<URL:http://www.oac.uci.edu/indiv/ehood/tar/MHonArc2.3.0alpha.tar.gz>.
Note, the web admin program uses frames and also makes use of the
Target HTTP header supported by Netscape to target data to a specific
window. The CGI program has been executed under Apache on Solaris and
Xitami under Win95. Have yet to work with it under Linux (which I will
do when I work on it again). If you, or anyone else, tries it
under mod_perl, I'd like to know how it goes.
