No.  You can preprocess with procmail though:

    # If people don't want to be archived, then remove their
    # message
    :0
    * ^(X-no-archive: yes|Restrict: no-external-archive)
    /dev/null

Incidentally, you may want to upgrade your version of MHonArc.  The
latest full release is 2.2.0, and the latest available release is
2.3.0beta.  Both are found at
