Are there acronyms that represent a non-full-hour TDF?  If so, I'll
probably modify the TIMEZONE resource to support it.  Maybe something
like:

<TimeZones>
AHDT:0900
AHST:1000
EST:-0500
XXX:0530
...
</TimeZones>

BTW, Jeff's list did not contain an offset for WET, which is
mentioned in the OpenVMS manual.  Is WET equivalent to GMT?
