using HTML frames

I've decided that Earl Hood's frames example is a really cool thing.
I'd like to implement them in my MHonArc archives but I can't figure out
an automated way to create the top-level frame html file.

Is there anyway to create this for each new monthly directory that
is created by html.pl?
