Here is how I fixed this error in the past:

In your sendmail.cf file:
Change
Mprog,          P=/usr/sbin/smrsh, F=lsDFMoqeu9, S=10/30, R=20/40, D=$z:/,
To
Mprog,          P=/bin/sh, F=lsDFMeu, S=10/30, R=20/40, D=$z:/,
