Yes, do

    [<A HREF="$PG(T10):U$">Skip Forward</A>]

I.e. Prefix the argument to $PG$ with a 'T' to denote thread.
Another example:

    [<A HREF="$PG(T-10):U$">Skip Backward</A>]
