Cmd line parms and OtherIndexes

I know that you can specify many of the resource file settings on the 
command-line or via environment variables, i.e.

    <Title> = -title = MH2_TITLE

But...

Is there anyway to do this so that the cmd-line or env variable 
settings are associated with <OtherIndexes>?
