   It's being worked on -- it's called DebTorrent.  Not sure if it's in a 
usable state yet, but it's at least definitely in the works.

   The package is already in Debian Sid in the main tree; doesn't exist in the 
Gutsy tree that I can tell.  [It's in the "Network" section.]  It's written 
in Python, so it might be installable on Ubuntu.
