Thanks! Setting "create mask" "directory mask" and "security mask" did the trick. Webmin only seems to let me set "force create mode" and "force directory mode", which worked in the short term to let people collaborate but would have been bad in the long run as it reset permissions on files, including those who's access was supposed to be limited.
