I setup my wife with vtiger http://www.vtiger.com/ which I believe is a derivative of sugar crm. It's totally free (both $$ and license) they charge for training.

She uses it and after "getting used to it" seems to like it. It is a CPU hog, so it's slow on a modest server. but they probably all are.

I don't think it has "relationships" between the contacts, but perhaps you could use groups to provide the needed functionality.
