If your friend already has Verizon telephone service and is within DSL range
he might want to look at their offerings again.  For a while they were
offering some pretty cheap plans ($10-$15/month), you had to dig pretty deep
into their site to find them tho.
If he's looking for cheaper than that I suspect that he will have to either
hop on to a neighbor's wifi or stick to the library/panera option.

P.S. If he is doing the neighbor/public wifi, remind him to use SSL when
accessing webmail sites by visiting the https version of his web mail
provider.
