Anyone know of any decent and free (as in beer) trouble ticket and project
management webapp's out there?  I've found a few contenders to check out
during my own google hunting, but figured I'd tap the list to see if anyone
has any hands-on experience with anything that's good.

Basically I'm a new IT Manager with no budget for software this year looking
for a way to track my departments workload, in terms of outside requests for
help, as well as internal projects.  Nothing fancy, there doesn't have to be
a customer interface as we can enter help requests from e-mail and
phonecalls into the system ourselves.
