I used Localnet for years around here, set my mother up with 
it near Harrisburg PA, and moved on only when cable finally 
rolled down our street. Worked great with Linux, had no need 
of tech support, and it was about as fast as you'd expect 
for dial-up.

Don't know if they're still the same as Back in The Day. 
Nothing else is, but maybe they've been frozen in a time 
capsule for the last few years.

They have (or had, I didn't check now) a deal whereby it's 
about $8/month if you buy a year at a time.
