The lightest weight window manager I've ever used is Ratpoison. I've never compared it head-to-head against twm, but I'm willing to guess rp would win.
<DISCLAIMER> I'm not actually recommending that most people should use rp. In fact, I think it is very rare that _anybody_ should use it. If, however, you need the lightest possible wm to run on, say, you're old 486/66, look into it. </DISCLAIMER> rp eliminate all windows decoration and gives you no "desktop" or notification area. By default, all applications run fullscreen and you switch between them with key commands similar to GNU Screen. It is not mouse friendly. It IS very fun to watch new users try to figure out, esp. when they're "windows-only" types.
