No offense, but "some random website" isn't evidence of anything, and these people have no clue what they're talking about. When the phone is turned off, the radio is off. When the radio is off, the phone is not communicating. If they radio was NOT off, turning your phone off would not conserve battery, nor would phones be permitted on planes in a "not-off" off state (lets discard arguments about phones being safe or not safe for planes, please, the regs are still there regardless.)
