It alsways tries to load the same stream, Rogers CFTR radio in Toronto.
Stream is probably okay.  Another stream using same audio codecs works
fine.  CPAC.

In fact it may be trying to open the last video from a webpage which
requires credentials or was accessed using a login.  like if you watched
a YouTube video logged in and the media player is referencing some URL
indicating such.
