The default with Mandriva has a line in /etc/sysconfig/keyboard:

XkbOptions=compose:rwin

This gives the right Windows key a useful function, composing non-ASCII characters and symbols:

"Süßmayer wins £20 mañana."

"ü" is (one at a time) rwin, 'u', double quote; "£" is rwin, l, minus; and so on.

I suppose you could use this to assign things to the Windows keys (and that menu key between rwin and ctrl)... or at least know the Windows keys aren't completely useless.
