I was watching one of the DebConf10 talks ("Bits from the DPL"), and it was
mentioned that a Debian derivative had a good guide on the web for how to make
a Debian package. I'm pretty sure it's this one:

This guide gives a step-by-step set of examples, without telling you to go off
and read very long documents. [The long documents such as "The New Debian
Maintainer's Guide" and "The Debian Policy Manual" are still important to
check with after you've got something built, but I have found experimentally
that they are not a good starting point.]
Also mentioned in the talk, there are two packages in the Debian (and probably
Ubuntu) tree that are designed to be simple examples of how to create a Debian
package:

hello-debhelper
I had forgotten these exist. Note: you can only install *one* of the packages
above, as they conflict with each other. They're very similar except the
'-debhelper' package uses the debhelper scripts.

The recording plays back slightly fast and thus the audio pitch is high, so if
you choose to play this I suggest using Mplayer and tapping '[' once to
decrease the playback speed by 10% which gets things back to about normal.
