To be perfectly honest I'm not sure I know the full process myself.  I'm a 
little fuzzy on the some of the details I don't see, like the stuff that the 
studio operator typically deals with exclusively.  Specifically, I forget if 
the on-air audio is recorded using an audio-direct-to-CD device or if it's to 
a DAT tape, etc.  Either way I think it requires a WAV -> MP3 and WAV -> OGG 
translation in Audacity.

At the time of original writing I'm pretty sure you were correct on at least 
one of those "counts".  Heh.  This sorta reminds me of a line that Rico said 
in Judge Dread: "Guilt or innocence is a matter of timing."
