Just checked: LibreOffice Impress has support for this.  Rather than inserting 
a sound onto a slide (which it can do but I can't figure out how to get it to 
play), the way I was able to do it was to add a slide transition sound.  The 
sound immediately plays when the slide is shown.

Can do.  See the "Advance slide" time setting, which is set per slide.

Sort of.  One way you could do this would to have the presentation 
automatically run, and then record the display with recording software and 
store the result as either .swf or .mpeg.  LibreOffice doesn't seem to be able 
to do this by itself, currently AFAICT.
