They aren't unless you go way over and don't find out until you get the bill. They don't notify you that they have started charging you the extreme usage charge, you don't get an email or a pop up window or anything.
It's just a new experience for me having to manage bandwidth. Verizon apparently really doesn't know how much bandwidth I am using, their system was apparently set up for unlimited access. It's also a brave new world in the sense that it feels like I am online because I am writing this in Evolution, but I am guessing that I am not using bandwidth except if Evolution checks for new mail and that amount is miniscule. So you can't go by whether or not your web browser is open.
