Negative, the Ubuntu live CD will tell you that because you are not the
owner of the file, you cannot change the permissions.  I was able to put
another install on the same computer, copy it and then change the
permissions on the copy that I had made.

That turned out to tbe the easiiest thing to do because it could work
over in the corner while I did other things.
