At the risk of raising a basic issue (I feel like I am asking you if
it's plugged in) are you using a WIN modem.  Linux requires a special
kind of modem that controls the flow in and out of the computer.  A
Hayes modem or most external modems will work.  The sort of dial up
modem that comes with with off the shelf Windows computers most likely
will not. 

I think that a Win modem will come close enough to get the dialing sound
followed by the system trying to log on, then that is as  far as you
will get.
