This is also available via "System->Preferences->Keyboard->Layouts"
then the "Options..." button. There's a Caps Lock section there, and a
bunch of other things as well. Some of the CapsLock options are hidden
under the other keys too, for example, if you want to make CapsLock an
additional Ctrl, it's under the CtrlKey section.

There are a bunch of options there, too. I highly recommend that
everybody play with reassigning CapsLock to something even if you're not
annoyed by it's existence. I've switched caps and esc on all of my comps
and it has sped up my work flow amazingly. Now I just have to find out
if I can map esc to hyper...
