As it's been found by at least one person, I figured it was time to
actually announce a new mailing list hvstem-announce

This is using the same infrastructure that generates mhvlug meeting
announces, but for all the other events on the HVSTEM calendar
(http://hvstem.org). Emails go out once per event, 2 days before the
event happens.
