Thanks all. I'm going to strip it down tonight and put some more work into it to try to isolate the problem. If grounding is indeed the problem (which sounds unlikely) I should be able to isolate it by running a copper wire from one of the screw holes to the case or power supply. After hearing all this, I'm starting to suspect that the battery may be dead.
