You can buy iron-ons at Staples that you can print on an ink jet
and then iron on to a shirt yourself.   We did this for my daughter's
birthday.   Kid's tv shows all let you download images for this.
Usually for both dark and light shirts.

So the cheap way to start is to make the iron-on image and let members
make their own shirts.
