Admittedly the KDE help/manual is a bit insane, IMHO. There doesn't seem to
be a lot of logical order.

K -> Settings -> System Settings
Common Appearance and Behavior -> Shortcuts and Gestures -> Custom Shortcuts
[Right-panel]
Preset Actions
-> PrintScreen [X] <-- checkbox for ON/OFF
The [Action] tab lets you set the command/URL to use for snapshots.
The [Trigger] tab lets you change the keypress ("Shortcut") used to
trigger the event
See the KDE Manual in the "Custom Shortcuts" section, the subsection of
"Modifying Shortcuts". Good luck actually doing this though. Christ. For me
the "Custom Shortcuts" item is within the "Control Center Modules", but placed
right under "Fonts". Um, yeah... logical. Riiiight.
